ORDINANCE NO. 17 -17 <br />Substitute for Ord.17 -17. Read & Referred to <br />Committee of the Whole and 2/21/17, on 3/6/17 <br />was referred out and recommended for adoption <br />upon third reading. <br />BY: Anderson, Bullock, Litten, <br />Marx, Nowlin, O'Leary, O'Malley. <br />AN ORDINANCE to expand Chapter 1159, Planned Development, of the Zoning Code <br />to permit planned developments in any zoning district and allow any use so long as that use is <br />sensitive to the former permitted use and adjacent uses. <br />WHEREAS, revisions are necessary to the Planned Development chapter in the Zoning <br />Code to support goals and objective outlined in the Community Vision; and <br />WHEREAS, the proposed Planned Development code will allow Lakewood to encourage <br />orderly redevelopment of property, while allowing for flexible and creative approaches to deliver <br />high quality, integrated site planning and design; and <br />WHEREAS, the Planned Development code will promote development that is innovative, <br />flexible, and responsive to the market; now therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That Chapter 1156, Planned Development, currently reading as follows: <br />1156.01 PURPOSE. <br />A Planned Development (PD) is meant to encourage more compact mixed use <br />development, pedestrian- friendly site design, and an urban street character, in <br />order to increase pedestrian traffic, reduce vehicular traffic, promote energy - <br />efficient design, and accommodate a range of compatible land uses through <br />appropriate site design. PD's are intended to permit a more flexible approach to <br />land use control and to promote a variety of housing types developed among <br />neighborhood- serving commercial uses and employment opportunities. <br />A PD encourages the development of compact, pedestrian - scaled, mixed -use <br />neighborhoods and commercial centers while serving to provide greater <br />efficiencies in use of infrastructure. It is intended to help advance revitalization <br />initiatives along commercial corridors and recognize the market demand for new <br />residential and commercial development within compact, pedestrian friendly <br />districts. PD zoning is intended to work in conjunction with the proactive <br />development of pocket parks, open spaces, and the creation of public spaces <br />within the districts. PD zoning can support commercial corridor redevelopment <br />plans and urban design guidelines or standards that require high quality <br />development that is consistent with the Vision. <br />The PD specifically discourages those uses that: promote a strip center <br />development pattern, promote idle land and over parking, and detract from the <br />image enhancement intentions of this district. Planned Developments are <br />intended to encourage orderly use, development and redevelopment of property, <br />while allowing more flexibility and creativity in design to achieve high quality, <br />integrated site planning not otherwise possible under the constraints of normal <br />zoning requirements without detriment to adjacent /neighboring properties. <br />
