charter, whether during the term or upon the expiration of the term of a <br />member, shall be filled by appointment by the appointing authority who or <br />that appointed the member whose office became vacant. Midterm vacan- <br />cies shall be filled for the unexpired term of the previous appointee. <br />(c) All ordinances and resolutions in force on the effective date of this <br />amended charter, to the extent they are not inconsistent with its provi- <br />sions, shall continue in force until they are amended or repealed. <br />(d) All contracts entered into by the city prior to the effective date of this <br />amended charter are continued in full force and effect. All public work be- <br />gun prior to the effective date of this amended charter shall be continued. <br />All public improvements for which legislative steps have been taken under <br />law in force at the time of the adoption of this amended charter may be <br />carried to completion in accordance with the provisions of those laws. <br />11.2 SEVERABILITY <br />If any part of this charter shall be held to be invalid or unconstitutional by <br />a court of competent jurisdiction, the order shall not be held to invalidate <br />or impair the validity, force or effect of any of the remaining provisions of <br />the charter unless it clearly appears that the remaining provision is wholly <br />or necessarily dependent for its operation upon the provision held uncon- <br />stitutional or invalid. <br />41 <br />
