Proposed <br />THIRD AMENDED CHARTER <br />OF THE MY OF LAKEWOOD, OHIO <br />PREAMBLE <br />We, the people of the city of Lakewood, in the county of Cuyahoga and <br />state of Ohio, in order that we may have the benefits of municipal home <br />rule and exercise all the powers of local self - government, do frame and <br />adopt this charter for the government of the city. <br />ARTICLE ONE. <br />MUNICIPAL POWERS <br />1.1 MUNICIPAL POWERS <br />The city shall have all power now or later granted to municipalities by the <br />Constitution and laws of the state of Ohio. <br />1.2 MANNER OF EXERCISE <br />All powers shall be exercised in the manner required by this charter, or if <br />not required by this charter, in a manner provided by ordinance or resolu- <br />tion of city council. <br />1.3 INTERPRETATION <br />Unless the context clearly requires otherwise, words and phrases used in <br />this charter shall be interpreted in the same manner as provided in the <br />Ohio Revised Code for the interpretation of state statutes. As used in this <br />charter relating to matters of local self - government, "general law" means <br />law that may be altered, excepted from or disregarded under the authority <br />of this charter. As used in this charter relating to matters of police, sani- <br />tary or other similar regulations, "general law" means law that may not be <br />altered, excepted from or disregarded under the authority of this charter. <br />ARTICLE TWO. <br />COUNCIL <br />21 <br />
