Poe <br />Director of Finance <br />Re: Winton Place shoreline protection project; report of Board of Revision of <br />Assessments <br />Dear Members of Council: <br />This letter will serve as the report of the Board of Revision of Assessments, made pursuant to Article <br />XVI of the Second Amended Charter of the City of Lakewood, related to the Winton Place <br />Condominium shoreline erosion protection project. <br />Having duly given notice to the residents in accordance with the charter, the Board met on Tuesday, <br />November 29, 2016 at 6:00 p.m. in the Auditorium. Several members of the public were present. The <br />Board received no objections and a statement in support from the affected residents related to the <br />improvements contemplated under the project. Upon deliberation, by a unanimous vote the Board <br />voted to make a finding that the project is a necessary public improvement. The Board then adjourned. <br />The Board found no reason to adjust any amounts appearing in the initial assessment report, now on <br />file in the office of City Council, except that the Board approved modifying some of the parcel <br />numbers because they were initially incorrect. The Board voted to recommend changing to repayment <br />period from 20 semiannual payments to 20 annual payments in keeping with the city's and petitioners' <br />original intent. <br />Following this letter you will find the final assessment ordinance reflecting your already- approved <br />resolution of necessity and the Board's actions on November 29.
