When it is deemed necessary to make a public improvement to be paid for in <br />whole or in part by special assessment, Council shall declare the necessity <br />thereof by resolution, and such resolution shall include the method of assess- <br />ment, the mode of payment, and the number of annual installments. Such resolu- <br />tion shall thereupon be certified to the Director of Finance, who shall thereupon <br />proceed to make an assessment report, in accordance with the method of as- <br />sessment provided in the resolution, which report shall be filed with Council, <br />and shall show the lots and lands assessed, and the amount of the assessment as <br />to each. Such special assessment shall be payable in such number of annual in- <br />stallments and at such times as the legislative authority prescribes, provided that <br />the number of annual installments of any assessment shall not exceed the maxi- <br />mum maturity for which bonds may lawfully be issued in anticipation thereof. If <br />no period of such maximum maturity is specified then the period for which such <br />assessments shall be levied shall not be less than one year, but may not exceed <br />the estimated life of the usefulness of the improvement as certified by the Direc- <br />tor of Finance. <br />141.04. NOTICES SERVED <br />Upon the filing of such report the Director of Finance shall cause written notice <br />to be served upon the owner of each lot or parcel of land assessed, or upon the <br />persons in whose name the same may be assessed for taxation upon the tax du- <br />plicate, said notice to be served as is provided for service of summons in civil <br />actions; and as to all nonresidents and persons who cannot be found, publication <br />of such notice shall be as prescribed in Chapter 107. Said notice shall contain a <br />statement of the character of the proposed improvement, the fact that the as- <br />sessment report has been filed with Council, the rate of such assessments, the <br />number of installments, and shall set a time and place when complaints and <br />claims will be heard before the Board of Revision of Assessments. <br />141.05. PLANS OF PROPOSED IMPROVEMENTS. <br />At the time of the passage of the resolution provided in Section 141.03 there <br />shall be on file in the office of the Director of Public Works, plans, specifica- <br />tions, estimates and profiles of the proposed improvement showing the proposed <br />grade of the street and improvement after completion, with reference to the <br />property abutting thereon, which plans, specifications, estimates and profiles <br />shall be open to the inspection of all persons interested. <br />141.06. BOARD OF REVISION OF ASSESSMENTS. <br />The Board of Revision of Assessments established by Section 131.02 shall hear <br />all claims and objections as to the character of all improvements to be paid for in <br />part or in whole by special assessments, the necessity therefor, and the equity of <br />the assessments as provided in the assessment report. A majority of those consti- <br />tuting the Board of Revision of Assessments shall determine all complaints and <br />objections submitted to it, and as to each improvement the Board shall, after <br />such hearing, amend, equalize and adjust the assessment report, and shall report <br />its findings as to the necessity for the improvements and any amendments it di- <br />rects in the assessments, to Council. <br />141.07. CLAIMS. <br />An owner of a lot or of land bounding and abutting upon a proposed improve- <br />ment claiming that he or she will sustain damage by reason of the improvement <br />shall present such claim to the Board of Revision of Assessments within two <br />
