The City shall pay such part of the cost and expense of improvements for which <br />such special assessments are levied, as Council deems just, which part shall not <br />be less than one 50th of all such cost and expense; and in addition thereto the <br />City shall pay the cost of intersections; and Council may provide for the pay- <br />ment of the City's portion of all such improvements by the issuance of bonds or <br />notes therefor, and may levy taxes, in addition to all other taxes authorized by <br />law, to pay such bonds or notes and the interest authorized by law. Council may <br />provide for the transferring to the General Fund of such portion of the proceeds <br />of special assessments or of the proceeds of bonds issued in anticipation of the <br />collection of special assessments, and of the proceeds of bonds or notes issued <br />or taxes levied to provide funds for the payment of the City's share of the cost of <br />improvements, as is equal to the estimated cost of the engineering and inspec- <br />tion done or to be done directly by the City in connection with said improve- <br />ment. <br />1EINFIrRato wMal1910 WIM111910113 tJ 110IN 01u I_WIWI <br />Council may provide in whole or in part the cost of replacing any improvement <br />existing in a street at the time of the adoption of this chapter by levying special <br />assessments as provided in this chapter, but any assessment for such replace- <br />ment in less than 20 years from date of a prior assessment for the improvement <br />to be replaced shall be limited to a sum not in excess of 33 and one third percent <br />of the cost of such improvement. <br />141.16. SUBSEQUENT IMPROVEMENTS. <br />Every ordinance providing for an improvement to be paid for in whole or in part <br />by special assessments shall contain an estimate by the Director of Public Works <br />of the life of the proposed improvement. Any assessment thereafter made for re- <br />placing such improvement within such period of estimated life shall be limited <br />to a sum not in excess of 33 and one third percent of the cost of such replace- <br />ment. Assessments for replacements at or after the expiration of such estimated <br />period of life shall be subject to no limitation except as provided for assessments <br />for original improvements. <br />iUflffiAL1 1177" 4Jifll `►Ir1►RMONT.Y.YOf.ITAIOUINM 101110 11EYItll.S <br />Upon the completion of any improvement, the Director of Finance shall rebate <br />to the then owner of the property which shall have been assessed. <br />141.18. SEWER AND WATER CONNECTIONS. <br />The Director of Public Works may compel the making of sewer and water con- <br />nections whenever, in view of contemplated street improvements or as a sanitary <br />regulation, sewer or water connections should in the Director's judgment be <br />constructed. The Director shall cause written notice of the Director's determina- <br />tion thereof to be given to the owner of each lot or parcel of land to which such <br />connections are to be made, which notice shall state the number and character of <br />connections required. Such notice shall be served by a person designated by the <br />Director of Public Works, in the manner provided for the service of summons in <br />civil actions. Nonresidents of the City, or persons who cannot be found, may be <br />served by one publication of notice in a newspaper of general circulation in the <br />City, which notice shall state the time within which such connection shall be <br />constructed; and if they be not constructed within the said time, the work may be <br />done by the City and the cost thereof, together with a penalty of five percent (5 <br />
