SICOND READING 11/6/17. <br />ORDINANCE NO. 36 -17 BY: Anderson, Bullock, George, <br />Litten, O',Leary, O'Malley, Rader. <br />AN ORDINANCE to take effect at the earliest period allowed by law, amending various <br />sections and enacting new chapters of the Zoning Code of the Codified Ordinances of the City of <br />Lakewood in order to further clarify and regulate parking plan review in the City. <br />WHEREAS, the Zoning Code of the Codified Ordinances of the City of Lakewood stands <br />to be updated to further clarify and regulate parking plan review in the City; and <br />WHEREAS, pursuant to the Constitution of the State of Ohio and the Ohio Revised <br />Code, municipalities have the power of local self - government; and <br />WHEREAS, pursuant to the Constitution of the State of Ohio and the Ohio Revised <br />Code, municipalities have the power to enact laws that are for the health, safety, welfare, comfort <br />and peace of the citizens of the municipality; now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Section 1143.09, Parking Plan Review; Planning Commission, currently read- <br />ing as follows: <br />1143.09 PARKING PLAN REVIEW: PLANNING COMMISSION. <br />The Commission shall review applications for parking plans that do not meet <br />the set schedule in 1143.05. In addition to Section 1143.09 and Section 1143.10, <br />the Commission may consider the following when reviewing an application: <br />(a) Impact on central character of residential neighborhoods taking on over- <br />flow parking; <br />(b) Available surface parking lots in the neighborhood that could be used for <br />shared parking; <br />(c) Similarly scaled projects throughout the City to compare parking foot- <br />print: <br />(d) When a restaurant use is proposed, the total number of tables to parking <br />spaces: <br />(e) Total number of employees: <br />(f) Alternative forms of transportation available in the neighborhood; <br />(g) Implementation of bicycle facilities, including but not limited to, bicycle <br />racks, covered bicycle parking, and shower facilities for employees; <br />(h) Peak demand for parking spaces from all uses compared to the total sup- <br />ply of spaces: <br />(i) Traffic impact analysis and /or a traffic demand study; <br />0) For uses defined as Institutional or Public Assembly in Schedule <br />1143.05, the following guidelines: <br />(1) One space for each 80 square feet of all auditoria and public assembly <br />rooms: and <br />
