The right to proceed shall be subject to the provisions <br />that are applicable after making a stop at a stop sign. <br />(2) Pedestrians facing any flashing red signal indication at an inter- <br />section, unless otherwise directed by a pedestrian signal indication <br />or other traffic control device, are pemlitted to proceed across the <br />roadway within any marked or unmarked associated crosswalk. Pe- <br />destrians shalt yield the right-of-way to vehicles lawfully within the <br />intersection at the time that the flashing red signal indication is fast <br />displayed. <br />(3) When a flashing circular red signal indication is displayed as a <br />beacon to supplement another traffic control device, road users are <br />notified that there is a need to pay additional attention to the message <br />contained thereon or that the regulatory requirements of the other <br />traffic control device, which might not be applicable at all times, are <br />currently applicable. Use of this signal indication shall be limited to <br />supplementing stop, do not enter, or wrong way signs, and to appli- <br />cations where compliance with the supplemented traffic control de- <br />vice requires a stop at a designated point. <br />(g) General AprLlication: In the event an official traffic - control sig- <br />nal is erected and maintained at a place other than an intersection, the <br />provisions of this section shall be applicable except as to those provi- <br />sions which by their nature can have no application. Any stop re- <br />quired shall be made at a sign or marking on the pavement indicating <br />where the stop shall be made, but in the absence of any such sign or <br />marking the stop shall be made at the signal. <br />Execution. This section does not apply at railroad grade crossings. <br />Conduct of drivers of vehicles approaching railroad grade crossings <br />shall be governed by Ohio R.C. 4511.61 and 4511.62. <br />SECTION 6. Section 333.031 Approaching a Stationary Public Safety, Emergen- <br />cy, or Road Service Vehicle, of the Lakewood Codified Ordinances, currently reading as <br />follows: <br />333,031 APPROACHING A STATIONARY PUBLIC SAFETY, <br />EMERGENCY OR ROAD SERVICE VEHICLE. <br />(a) The driver of a motor vehicle, upon approaching a stationary public <br />safety vehicle, an emergency vehicle, or a road service vehicle that is <br />displaying the appropriate visual signals by means of flashing, oscillat- <br />ing or rotating lights, as prescribed in Section 337.16, shall do either of <br />the following: <br />(1) If the driver of the motor vehicle is traveling on a street or highway <br />that consists of at least two lanes that carry traffic in the same direction <br />of travel as that of the driver's motor vehicle, the driver shall proceed <br />with due caution and, if possible with due regard to the road, weather, <br />and traffic conditions, shall change lanes into a lane that is not adjacent <br />to that of the stationary public safety vehicle, an emergency vehicle, or a <br />road service vehicle. <br />(2) If the driver is not traveling on a street or highway of a type de- <br />scribed in subsection (a)(1) of this section, or if the driver is traveling on <br />a highway of that type but it is not possible to change lanes or if to do so <br />would be unsafe, the driver shall proceed with due caution, reduce the <br />
