(a) hereof shall order the offender to reimburse one or more rescuers <br />for the cost any sueb rescuer incurred in rescuing the person, excluding <br />any cost of transporting the rescued person to a hospital or other facility <br />for treatment of injuries, up to a cumulative maximum of hvo thousand <br />dollars ($2,000). If more than one rescuer was involved in the emer- <br />gency response, the court shall allocate the reimbursement proportion- <br />ately, according to the cost each rescuer incurred. A financial sanction <br />imposed under this section is a judgment in favor of the rescuer and <br />subject to a determination of in ligency under division (B) of Ohio R C <br />2929.28; a rescuer may collect the financial sanction in the same man- <br />ner as provided in Ohjo R,C, 2929.28. <br />(d) As used in this section: <br />(1) "Ememeney medical service organization" "fueflAting <br />agency" and "private fug company' have the same mean ngs as in Ohjo <br />R.C. MO. <br />(2) "Rescuer" means a state agency, political subdivision, fire- <br />fighting service, private fire company, or emergency medical service <br />organization. <br />(ORC 4511.714.) <br />SECTION 24. Section 335.021 Ohio Driver's License Required for In -State Res- <br />idents, shall be hereby enacted as follows: <br />335.021 OMO DRIVER'S LICENSE REQUIRED FOR IN <br />STATE RESIDENTS. <br />(a) Any person who becomes a resident of this State, within thirty days <br />of becoming a resident, shall surrender any driver's license issued by <br />another state to the Registrar of Motor Vehicles or a Deputy Registrar. <br />If such a person intends to operate a motor vehicle upon the -public <br />roads or highways, the person shall apply for a driver's license in this <br />State. If the person fails to apply for a driver's license within thirty <br />days of becoming a resident, the person shall not operate any motor ve- <br />hicle in this Municipality under a license issued by another state, <br />jb) (1) Whoever violates subsection (a) of this section is guilty of a <br />minor misdemeanor. <br />(2) The offense established under subsection (b)(1) of this section <br />is a strict liability offense and strict liability is a culpable mental state <br />for purposes of Ohio R.C. 2901.20. The designation of this offense as <br />a strict liability offense shall not be construed to imply that any other <br />offense, for which there is no specified degree of culpability, is not a <br />strict liability offense. <br />(c) For purposes of subsection (a) of this section, "resident" <br />means any person to whom any of the following_applies; <br />(1) The person maintains their principal residence in this State and <br />does not reside in this State as a result of the person's active service in <br />the United States Armed Forces. <br />(2) The person is determined by the Registrar of Motor Vehicles <br />to be a resident in accordance with standards adopted by the Registrar <br />under Ohio R.C. 4507.01.
