(m) "Premises ", as applied to property, includes land and buildings. <br />(nn) "Property" means real and personal property. (ORC 1.59(E)) "Personal <br />property" includes all property except real. "Real property" includes lands, <br />tenements and hereditaments. <br />(no) "Public authority" includes boards of education; the Municipal, County, <br />State or Federal government, its officers or an agency thereof, or any duly <br />authorized public official. <br />(op) "Public place" includes any street, sidewalk, park, cemetery, school yard, <br />body of water or watercourse, public conveyance, or any other place for the <br />sale of merchandise, public accommodation or amusement. <br />(pq) "Registered mail' includes certified mail and "certified mail' includes reg- <br />istered mail. (ORC 1.02(G)) <br />(qr) "Rule" includes regulation. (ORC 1.59(F)) <br />(rs) "Sidewalk" means that portion of the street between the curb line and the <br />adjacent property line intended for the use of pedestrians. <br />(st) "This State" or "the State" means the State of Ohio. (ORC 1.59(G)) <br />(tu) "Street' includes alleys, avenues, boulevards, lanes, roads, highways, via- <br />ducts and all other public thoroughfares within the Municipality. <br />(tw) °Tenant" or "occupant', as applied to premises, includes any person hold- <br />ing a written or oral lease, or who actually occupies the whole or any part of <br />such premises, alone or with others. <br />(vw) "Whoever" includes all persons, natural and artificial; partners; princi- <br />pals, agents and employees; and all officials, public or private. (ORC <br />1.02(A)) <br />(wx) "Written" or "in writing" includes any representation of words, letters, <br />symbols or figures. This provision does not affect any law relating to signa- <br />tures. (ORC 1.59(J)) <br />Section 24. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this ordinance were adopted in an open meeting of this Council and <br />that all such deliberations of this Council and of any of its committees that resulted in such for- <br />mal action were in meetings open to the public in compliance with all legal requirements. <br />Section 25. This ordinance is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in its preamble, <br />and provided it receives the affirmative vote of at least five or two thirds of the members of <br />Council, as applicable, this ordinance shall take effect and be in force immediately, or otherwise <br />it shall take effect and be in force after the earliest period allowed by law. <br />
