(b) Contracts for architectural, engineering and design services, other than for <br />street reconstruction projects including water main and sewer line replace- <br />ment projects, shall specify not to exceed dollar amounts and are subject to <br />separate ordinance and approval of Council. <br />(c) Contracts described in subsections (a) and (b) hereof in excess of seven <br />thousand five hundred dollars ($7,500) shall be awarded by competitive <br />bidding pursuant to Section 111.04 unless competitive bidding is not re- <br />quired pursuant to such section. <br />shall be repealed, and new Section 111.01, Departmental Public Improvement Contracts, shall be <br />enacted to read as follows: <br />111.01 DEPARTMENTAL PUBLIC IMPROVEMENT CONTRACTS. <br />(a) Contracts for public improvements and work and repairs with respect to <br />public improvements shall be awarded by the Director of Public Works up- <br />on approval by Council. Section 111.05, Fiscal Officers Certificate, currently reading as follows: <br />111.05 FISCAL OFFICERS CERTIFICATE. <br />The provisions of Sections 4, 5 and 6 of Article VIII of the City's Charter, re- <br />specting the Director of Finance's certificate concerning the availability of <br />funds, shall apply to contracts of the City. <br />shall be repealed, and new Section 111.05, Fiscal Officers Certificate, shall be enacted to read as <br />follows: <br />111.05 FISCAL OFFICERS CERTIFICATE. <br />(a) No contract, agreement, or other obligation, involving the expenditure of <br />money, shall be entered into by any officer of the City, nor shall any ordi- <br />nance, resolution, or order for the expenditure of money be passed by <br />
