The Board of Elections of Cuyahoga County is hereby directed to submit the <br />following question to the electors of the City at the general election on November 5, 2019: <br />Shall Section 9.1, Elections, of the Third Amended Charter of <br />the City of Lakewood be amended to require that candidates <br />for judge of the Lakewood Municipal Court be nominated at <br />the municipal primary election in the year of their election? <br />Section 4. The Clerk of this Council is instructed to file a certified copy of this Ordi- <br />nance and the proposed form of the ballot question with the Cuyahoga County Board of Elec- <br />tions not later than 4 p.m. on September 6, 2019. <br />Section 5. If the majority of electors vote in favor of adopting the above - stated amend- <br />ment to the Third Amended Charter of the City of Lakewood, it shall become effective imme- <br />diately. <br />Section 6. This ordinance is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the pream- <br />ble to this ordinance, and provided it receives the affirmative vote of at least two thirds of the <br />members of Council, this ordinance shall take effect and be in force immediately upon its adop- <br />tion by the Council and approval by the Mayor, or otherwise it shall take effect and be in force <br />after the earliest period allowed by law. <br />Section 7. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this ordinance were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committees that resulted in such <br />formal action were in meetings open to the public in compliance with all legal requirements. <br />�J <br />Adopted: l . <br />Clerk <br />Approved: `h % 1 Z <br />G7-,, Mayor <br />
