plan shall be prepared at a reasonable scale, showing property lines, the dimen- <br />sions of the property, the size and arrangement of all parking spaces, the means <br />of ingress and egress to such parking spaces from the street and interior circulation <br />within the property, the extent of any change required in existing site conditions <br />to provide required parking spaces and such other conditions as may be necessary <br />to permit review and approval of the proposed parking spaces. <br />(c) Off - street, on -site parking spaces for all uses as required by this chapter shall <br />be designed and maintained in accordance with applicable sections of the Code <br />so as to be safe, attractive and free of hazard, nuisance or other unsafe condition. <br />(d) Unenclosed parking spaces shall not be used for repair of a motor vehicle. <br />(e) Parking for all motor vehicles shall be on an improved surface of concrete, <br />asphalt or other materials approved by the Commissioner. <br />Section 7. Section 1171.01, Building Commissioner, of the Codified Ordinances of the <br />City of Lakewood, currently reading as follows: <br />1171.01 BUILDING COMMISSIONER. <br />For purposes of this Code, the Commissioner, or the Commissioner's designee, <br />shall have the following powers and duties: <br />(a) To enforce this Code and interpret the meaning and application of its provi- <br />sions, including zoning district boundaries as shown on the Zoning Map. <br />(b) To approve minor area variances pursuant to Section 1173.04(b), and keep <br />a record of same with a notation of any special conditions involved. <br />(c) To confirm and /or determine site conditions and project dimensions from <br />all applications. <br />(d) To conduct inspections of structures and uses of land to determine compli- <br />ance with this Code and to maintain records related to said inspections; in the case <br />of any violation, the Commissioner shall notify in writing the owner and, where <br />applicable, the tenant(s) of any such structure or structures, said notice to specify <br />the nature of the violation and necessary corrective action. <br />(e) To determine the existence of any violation of the Code and cause such no- <br />tifications, revocation notices, stop orders, or citations to be issued, or initiate such <br />other administrative or legal action as needed to address such violations. <br />(f) To deny or revoke a Certificate of Occupancy or any permit required by this <br />Code or these Ordinances where the proposed use or structure does not comply <br />with this Code or these Ordinances. <br />shall be repealed, and new Section 1171.01, Building Commissioner, shall be enacted to read as <br />follows: <br />1171.01 BUILDING COMMISSIONER. <br />For purposes of this Code, the Commissioner, or the Conunissioner's designee, <br />shall have the following powers and duties: <br />(a) To enforce this Code and interpret the meaning and application of its provi- <br />sions, including zoning district boundaries as shown on the Zoning Map. <br />(b) To approve minor area variances pursuant to Section 1173.04(b), and keep <br />a record of same with a notation of any special conditions involved. <br />(c) To confirm and/or determine site conditions and project dimensions from <br />all applications. <br />(d) To conduct inspections of structures and uses of land to determine compli- <br />ance with this Code and to maintain records related to said inspections; in the case <br />of any violation, the Commissioner shall notify in writing the owner and, where <br />applicable, the tenant(s) of any such structure or structures, said notice to specify <br />the nature of the violation and necessary corrective action. <br />
