That it is deemed and declared necessary to improve Plover <br /> Avenue from Ealsted Avenue to gages Avenues, by resurfacing same xith sheet aspha <br /> or asphaltic concrete and doing a::y and all grading, draining and curbing or oche <br /> xork necessary thereto, <br /> <br /> c <br /> ~ Section 2. That the plans,, specifications, estimates and proSilas for <br /> ~ _ e~d,.'improvement, heretofore prepared by the Engineer and Hoer on file in the <br /> r office of the Department of ?ublic forks, be and the same are Hereby approved. <br /> Section 3. That the entire cost and expense of the said improve*ient <br /> (leas 61~2~f same) shall be levied and assessed in proportion to the benofits <br /> xhioh rill result from said improvement upon the tots. and lands bounding and <br /> abutting said improvement which said lots and lands era hereby detessu3nod to be <br /> specially benefitted by said improvement, and the cost and expense of the <br /> improvement shall include the expense of preliminary and other surveys, printing <br /> - and publishing notices, resolutions and ordinances required, the serving of notiac <br /> and the cost of constructlon, together with the interest on bonds that shall be <br /> ' ~ issued in anticipation of the collection of deferred payments of assessments and <br /> other necessary and incidental exp~nse.- <br /> ` <br /> Section li.
