RESOLUTION NO. 3689 BY Mr. Gaydos AN EMERGEN~YRE~OLU~ION, sMthQrizing the Mayor. as DirecTor of Public Works, to a~vertise ~Or omus-~or the construction of an ~mprove- ment to the water distribution system by installing a 12" main in. McKinley Avenue from Riverside Drive to Madison Avenue and replacmng the existing 6" main with a 12" main in Riverside Avenue between Madison Avenue and West Clifton Boulevard, with necessary valves, hy- drants, and other appurtenances, incidental and necessary thereto. WHEREAS, The city council has, by Resolution No. 3681, de- clared it necessary to improve the water system in the manner afore- said; and WHEREAS, The city council, by Resolution No. 3681, declared the necessity of issuing bonds to provide funds with which to improve the water system in the manner aforesaid; and WHEREAS, The city council, by Ordinance No, 13-56, provided for the issuance of bonds to provide funds with which to improve the water system in the manner aforesaid; and WHEREAS, No~ices to bid on such bonds are being correctly published; and WHEREAS, The city does not have the necessary equipment to com- plete such improvement; and WHEREAS, It is necessary to improve such water system in order to provide a sufficient water supply during the s~mmer months; and WHEREAS, It will expedite the beginning of construction, to advertise forbids for such construction at the earliest possible time; and WHEREAS, An emergency exists in that iris necessary to im- prove the water distribution system of the City of Lakewood, and that it is for the immediate preservation of the public peace, property, health or safety, or providing for the usual daily operation of a municipal department; new, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor, as Director of Public Works, be and he is hereby authorized and directed to advertise for bids for the con- struction of an improvement to the water distribution system by install~ ing a 12" main in McKinley Avenue from Riverside Drive to Madison Avenue, and replacing the existing 6" main witha 12" main in Riverside Drive between Madison Avenue and West Clifton Boulevard, with necessary valves, hydrants, and other appurtenances incidental and necessary there- to,i all in accordance with plans and specifications prepared by the Engineering Department, which are hereby approved. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and pro- viding it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its distribution and approval by the Mayor.
