AN E~RGgNC¥ RESOLUTION authorizing the Mayor. as Director of Public Works, to advertise for bids for the construction of an improve- ment to the water distribution system by installing a 12" w~termain in D~troit Avenue from We~t Clifton Boulevard to Scenic Avenue, with nec- essary ~h~ valves, hydrants, and other appurtem~nces incidental and necessary thereto. ~I{ERgAS, The City Council has, by Resolution No. 373~, declared it necessary to improve the w~ter distribution system in the manner aforesaid, and ~IiEREAS, The City Council has, by Resolution No. 3733, ~eclared the necessity of lssuingbonde to provide funds with which to ~mprove the water distribution system in the manner aforesaid, and ~ ~EREAS' The City Council, by Ordirmnce ~o. 78-~8, provided for the issuance Of bonds to provide funds with which to improve the water disgribtulon system in the manner aforesaid, and ~E~EAS, ~oticee to bid on such bonds have been published, and ~EREA$, The City does not have the necessary equipment to com- plete such improvement, and ~EREAS, It is necessary to improve such water distribution system in order ~o provide ~ sufficient water supply to the residents of the City of Lakewood, and ~ER~AS, It will expedite the beginning of construction to vertise for bids ~t the earliest possible time, ~nd ~ ~1~REAS, An emergency e~ists in that ~it ia n~cessary to improve th~ w~ter distribution s~stem of the City of ~kewoo~ et the e~rliest possibl~ time, ~d that it is for the i~edi~te preservation of the public peace, property, health Or safety, or providing for the us~l daily operation of a m~ci~l de~ment~ now, therefore, BE IT RESOLVED BX ~ CO~CIL OF THE CITY OF LAKEWOOD, STATE OF OHIO~ · S~tion l. That the Mayor, as Director of Public Works, be and he is ner~Dy authorized and directed to advertise for bids for the eon- struction of an improvement in the water distribution system by install- ing & 12" water main in D~troit Avenue from West Clifton Boulevard to Scenic Avenue, with necessary valves, hydrants, and other ~ppurtenances. incidental and necessary thereto, all in ~ccordsnce with plans and spec ific~tions prepared by the engineering department, ~hich are hereby ap- proved. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and providin~ it receives the affirmative vote of two-thirds of all m~mbers ~Iected to Council, it ~sll take effect and be in force immediately upon its adoption ~nd approval by the ~yor.
