RESOLUTION NO. 3945 BY: Messrs. C~ttermeyer, Lawther, Ward, Fairgrieve, Gaydos, A RESOLUTION memorializing Congress te provide local self- government to the District of Columbia. WHEREAS, Local self-government is the bedrock of free govern- ment, and ~HEREAS, The rights and~benefits of local self-government sho~d be available to all American citizens, and WHEREAS, The residents of the District ef Columbia are denied the rights and benefits ef local self-government, and WHEREAS, The Congress ef the United States has the authority te assure local self-government by granting Home R~le to the Distri!ct of Columbia, and WHEREAS, The principle of Home Rule has been endorsed by a substantial majority of the residents of the Distric$ ef Columbia, and · WHEREAS, T~e Beard ef Gc~missieners of the Dis~ric~ of Columbia have mnanmmeusly endorsed proposals for granting Home R~e to themr City, no.9, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Congress be, and it is hereby, urged Re approve Home R~le legislation te assure local self-government te the residents of the District of Colmmbia. Section 2. That the Clerk of Council be, and he is hereby, directed to transmit a duly authenticated copy of this resolution to the Congress of the United States and to the Honorable William E. Minshall, Jr., Gongressman for the Twenty-Third Congressional District of Ohio. Section 3. That this resolution shall take effect and be in force upon its adoption and approval by the Mayor and at the earliest period allowed by law.
