RESOLUTION NO. 4011 BY: Messrs. Huffman, Lawther, Williamson, Chockley, Gottermeyer. AN EMERGENCY RESOLUTION authorizing the Mayor, as Director of Public Works, to advertise for bids for the construction of improve- ments to the water distribution system by installing an 8" water main in Lakeland Avenue, from Clifton Blvd. to Detroit Avenue, and an 8" water main in Lake Road from Clifton Road to the railroad underpass and in Clifton Road from the railroad underpass to Forest Road, with necessary valves, hydrants, and other appurtenances incidental and necessary thereto. WHEREAS, The City does not have the necessary equipment in order to complete the improvements set forth in the title hereof, and, WHEREAS, It is necessary to improve the water distribution system in order to provide a sufficient water supply to residents of the City of Lakewood~ and, WHEREAS, In order to expedite the commencement tion of the aforesaid improvements, it is necessary to for bids at the earliest possible time, and, of constr~c- advertise WHEREAS, An emergency exists in that it is necessary to im- prove the water distribution system of the City of Lakewood at the earliest possible time and in that it provides for the immediate preservation of the public health and safety and for the usual daily operation of a municipal department~ now, therefore, BEIT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor, as Director of Public Works be and he is hereby authorized and directed to advertise for bids for the construction of the improvements in the water distribution system by: 1. Installing an 8" water main in Lakeland Avenue from Clifton Blvd. to Detroit Avenue, 2. Installing an 8" water main in Lake Road from Clifton Road to the railroad underpass and in Clifton Road from the railroad underpass to Forest Road, with necessary valves, hydrants and other appurtenances incidental and necessary thereto~ all in accordance with plans and specifica- tions prepared by the engineering department, which are hereby ap= proved. Bids may be taken in such a manner as to provide for the award of separate contracts for each of the improvements or for :~ one contract for both improvements. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and providing it receives the affirmative vote of two-thirds of all mem- bers elected to Council, it shall take effect and be in force im- mediately upon its adoption and approval by the Mayor.
