RESOLUTION NO~ 4186 BY: Messrs. Lawther, Usher~ <br /> Ward, Wendling~Williamson <br /> Gaydos, Huffman. <br /> <br /> AN EMERGENCY RESOLUTION approving and adopting the <br />Program for Community Improvement for the elimination and <br />prevention of blight and deterioration in Lakewood, Ohio, as <br />recommended by the City Planning Commission of the City of <br />Lakewood on November 16, 1962. <br /> <br /> WHEREAS, It is the intention of this Council to <br />utilize the Program for Community Improvement for the elimination <br />and prevention of blight and deterioration in the City of Lakewood, <br />Ohio, recommended by the City Planning Commission on November 16, <br />1962, for community information to effect a continuing planning, <br />renewal and rehabilitation program for both residential and <br />commercial areas and to focus the governmental tools to make the <br />proposed Master Plan of the City of Lakewood operative, and, <br /> <br /> WHEREAS, In order to become eligible under the program <br />of the Federal Government for funds and other assistance in <br />carrying out projects of renewal, rehabilitation and conservation, <br />such Program for Community Improvement must be approved and <br />adopted by the municipal council and, <br /> <br /> WHEREAS, This resolution constitutes an emergency <br />measure providing for the immediate preservation of the public <br />peace, property, health and safety, and for the usual daily <br />operation of a municipal department; now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF'LA~EWOOD, <br />STATE OF OHIO: <br /> <br /> Section 1. That the Program for Community Improvement <br />for the elimination and prevention of blight and deterioration in <br />Lakewood, Ohio, as recommended by the City Planning Commission <br />of the City of Lakewood, Ohio, on November 16, 1962, be and the <br />same is hereby approved and adopted. <br /> <br /> Section 2. That the Clerk of Council be and he is hereby <br />authorized and directed to forward a copy of this resolution to <br />Mr. Stephen Zayac, Director of City Planning, for transmittal to <br />Mr. John P. McCollum, Regional Administrator, Housing and Home <br />Finance Agency, Chicago, Illinois. <br /> <br /> Section 3. This resolution is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof <br />and provided it receives the affirmative vote of two-thirds of all <br />members elected to Council, it shall effect and be in force <br />immediately upon its adoption and approval by the Mayor. <br /> <br />Adopted~ November. 19~ 1962 <br /> <br />Robert M.
