RESOLUTION NO. 4580 BY: Messrs. Gaydos, Huffman, Kelley, Ward, Usher, Wendling, Cain AN EMERGENCY RESOLUTION authorizing the City of Lakewood to become a member of the Northeast Ohio Council of Governments and to enter into a collective agreement with other cities and authorized public bodies which may join said Council of Governments. WHEREAS, The many local governments, including cities and villages, counties, school districts, and townships in the counties of Lorain, Lake, Geauga and Cuyahoga form one regional community, with a citizenry bound together physically, socially, and economically, and serviced by not j~st one unit of local government but by the many; AND WHEREAS, The many separate, yet interrelated: local govern- ments create significant political and organizational questions relative to effective end efficient coordination of needed services; AND WHEREAS, The expansion of the concept of voluntary cooperation among local governments, while retaining local home rule, is the best solution for dealing with regional challenges beyond individual capabilities; AND WHEREAS, The reco~mT~nded Northeast Ohio Council of Governments provides the City of Lakewood an opportunity to participate voluntarily with local governments and other public bodies in the above four-county area to resolve problems, and develop policies and plans that are common and regional in nature; now, therefore~ BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the City of Lakewood does hereby declare its intent to become a member of the Northeast Ohio Council of Governments. The City is hereby authorized to enter into a collective agreement with other cities and authorized public bodies which may join said Council of Governments, provided however that any such agreement shall be. first approved as to terms and conditions by this Council, and as to form by the City's legal Counsel. Section 2. That participation in the Northeast Ohio Council of Governments shall be voluntary~ with the right of withdrawal after adequate notice; and that said membership shall not be construed as in any manner impairing the right of local self government. Section 3. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and pro- vided it receives the affirmative vote of two-thirds of all members elected to Council it shall take effect and be in force immediately upon its adoption a~d approval by the Mayor.
