-4- <br /> <br />cannot be found, notice shall be given by publication once a week <br />for three (3) consecutive weeks in a newspaper of general circula- <br />tion in the City of Lakewood and return made in the manner ~rovided <br />by law for the service and return of summons in civil actions. <br /> <br /> Section 3. This resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />public peace, health and safety of the said City and for~the <br />further reason that it is immediately necessary to initiate the <br />proceedings for the acquisition of said real property in order to <br />immediately proceed with the carrying out of the aforesaid Sloane <br />Avenue Redevelopment Area Urban Renewal Project, by eliminating <br />blight in the Project Area and preventing the recurrence thereof; <br />wherefore, provided that this resolution receives the affirmative <br />vote of two-thirds of the members elected or appointed to Council, <br />it shall take effect and be in force immediately upon its passage <br />and approval by the Mayor~ otherwise, it shall take effect and be <br />in force at the earliest time allowed by law. <br /> <br />Adopted:%~...Februsry.5~. 1968 <br /> R.
