Section 7~ Th~ responsibility for th~ enactment c~ laws which have <br />resulted in the accrual, of huge pension l~abiliti~s over the years <br />must be accepted by the State of Ohio~ and since current and future <br />pension requirements are being paid by municipalicies and members <br />of the system~ the means for meeting the accrued liability should <br />be provided by the State. <br /> <br />Section 8. That this resolution is hereby declared to be an emergency <br />measure for the reasons ~tgted in the preamble hereof and provided it <br />receives the affirmative vote of two-thirds of all members elected <br />to Council, it shall take effect and be in force immediately upon <br />its adoption ~nd approval by the Mayor. <br /> <br />Adopted:, February 5,,1968 <br /> <br />Robert E.
