RESOLUTION NO~ 4635

<br />A RESOLUTION expressing the willingnessof the City of Lakewood to
<br />cooperate with the Northeast Ohio Areawide Coordinating Agency, for
<br />the reasons enumerated hereinafter.
<br />
<br />WHEREAS, for the purpose of responding to the needs engendered by
<br />Title II of the Demonstration Citie~ and MetropOlitan Development
<br />Ac~ of 1966, Section 701 of the Housing Act of 1954, as amended,
<br />and other pertinent federal and state statutes and programs~ an
<br />areawide coordinating agency has been established for the N~rtheast
<br />Ohio Area, including the Metropolitan areas of Cleveland, Akron,
<br />and Lorain-glyria, and the counties of Cuyahoga, Geauga~ Lake, Lorain,
<br />Medina, Portage and Sunm~it, and
<br />
<br />WHEREAS, an areawide board has been established consisting of the
<br />county commissioners from the participating counties, three elected
<br />officials from each oounty among the mayors, city managers and
<br />township trustees, the Mayor of the City of Cleveland; and the
<br />Department of Urban Affairs of the 8tare of Ohio for review of
<br />projects concerned with but not limited to open-space land projects,
<br />hospitals, airports, libraries, water supply and distribution
<br />faciltties~ sewerage facilities and waste treatment works, high-
<br />ways, transportation facilities, and water development and land
<br />conservation projects, and for the maintenance, support~ and
<br />initiation of comprehensive areawide planning in the region, and
<br />
<br />WHEREAS, Ohio law empowers local political subdivisions to contract
<br />with each other on matters necessitating such contract, when such
<br />matters are in the power of any subdivision to do singly, and
<br />
<br />WHEREAS, the areawide board has adopted a constitution and by-laws
<br />empowering it to comprehensively plan and to review projects and
<br />programs for the region, and having all powers necessary and
<br />incident thereto.

<br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
<br />LAKEWOOD, STATE OF OHIO:
<br />
<br />Section 1. That this subdivision cooperate with said agency and
<br />with its boards, including the Areawlde Coordinating Board; Councils,
<br />including the Council of Planning Directors and Regional and
<br />County Planning Commissions; and committees in carrying out its
<br />enumerated powers and purposes as set forth in its constitution
<br />and by-laws.
<br />
<br />Section 2. That said cooperation does not constitute a waiver of
<br />any authority to do or not to do any act that this political snb-
<br />division may do by itself under authority of the law.
<br />
<br />Section 3. It is the intent of the participating political sub-
<br />divisions that the agency shall be a continuous, cooperative,
<br />comprehensive and areawfde agency.
<br />
<br />Section 4. That the clerk of this political subdivision be, and
<br />she is, hereby directed to copy this resolution into the records
<br />of this body, and forward a certified copy of said resolution
<br />to the Northeast Ohio Areawide Coordinating Agency, c/o Robert
<br />Brown, President, Box 169, Ravenna, Ohio.
