RESOLUTION NO. <br /> <br />4671 BY: Messrs. Gaydos, Graber, Huffman, <br /> Kelley, Usher, Ward, Wendling <br /> <br />AN EP~RGENCY RESOLUTION recognizing the existence of blighted and <br />deteriorated areas in the vicinity of Madison, Highland and Coutant <br />Avenues and authorizing the preparation of an urban renewal plan, <br />and declaring an emergency. <br /> <br />WHEREAS, based upon previously prepared studies and surveys of the City <br />of Lakewood, and based upon Council's general knowledge of the City, this <br />Council heretofore found and determined by Ordinance No. 63-67 passed <br />December 14, 1967, that there existed within the Ciy blighted, deteriorated <br />and deteriorating areas which constitute a serious and growing menace <br />injurious and inimicable to the public health, safety, morals and general <br />welfare of the residents thereof, that this menace is beyond the remedy <br />and control solely by regulatory processes and exercise of the police <br />power, and cannot be dealt with effectively by the ordinary operation <br />of private enterprise; and that the elimination in whole or in part of <br />the blighted, deteriorated and deteriorating areas and the prevention of <br />recurrence of such areas by urban redevelopment or urban renewal acti- <br />vities is necessary in the public interest and general welfare; and <br /> <br />W}~REAS, studies have been made of a proposed urban renewal project area <br />which area is bounded by Highland Avenue on the east, Madison Avenue on <br />the south, Coutant Avenue on the west and the northern boundary line of <br />the Cleveland Transit System parking lot on the north; and <br /> <br />WHEREAS, Council deems it necessary and desirable to investigate the <br />feasibility ofadcption of an urban renewal plan for such area as afore- <br />said; and <br /> <br />WHEREAS, this resolution constitutes an emergency measure providing for <br />the health, safety and general welfare of the community, now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. The Director of Planning is hereby authorized and directed to <br />prepare an urban renewal plan for the area bounded by Highland Avenue on <br />the east, Madison Avenue on the south, Content Avenue on the west and the <br />northern boundary line of the Cleveland Transit System parking lot on the <br />north and to present same to City Council for approval. <br /> <br />Section 2. The Mayor is hereby authorized and directed to secure appraisals <br />of individual parcels of land lying within the proposed urban renewal area <br />and to report to City Council the fair market value of said parcels. <br /> <br />Section 3. That this resolution is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it <br />receives the affirmative vote of two-thirds of all members elected to <br />Council, it shall take effect and be in force immediately upon its <br />adoption and approval by the Mayor. <br /> <br />Adopted:__December 2, ~968 <br /> <br />Robert E.
