RESOLUTION NO. 4671 BY: Messrs. Gaydos, Graber, Huffman, Kelley, Usher, Ward, Wendling AN EP~RGENCY RESOLUTION recognizing the existence of blighted and deteriorated areas in the vicinity of Madison, Highland and Coutant Avenues and authorizing the preparation of an urban renewal plan, and declaring an emergency. WHEREAS, based upon previously prepared studies and surveys of the City of Lakewood, and based upon Council's general knowledge of the City, this Council heretofore found and determined by Ordinance No. 63-67 passed December 14, 1967, that there existed within the Ciy blighted, deteriorated and deteriorating areas which constitute a serious and growing menace injurious and inimicable to the public health, safety, morals and general welfare of the residents thereof, that this menace is beyond the remedy and control solely by regulatory processes and exercise of the police power, and cannot be dealt with effectively by the ordinary operation of private enterprise; and that the elimination in whole or in part of the blighted, deteriorated and deteriorating areas and the prevention of recurrence of such areas by urban redevelopment or urban renewal acti- vities is necessary in the public interest and general welfare; and W}~REAS, studies have been made of a proposed urban renewal project area which area is bounded by Highland Avenue on the east, Madison Avenue on the south, Coutant Avenue on the west and the northern boundary line of the Cleveland Transit System parking lot on the north; and WHEREAS, Council deems it necessary and desirable to investigate the feasibility ofadcption of an urban renewal plan for such area as afore- said; and WHEREAS, this resolution constitutes an emergency measure providing for the health, safety and general welfare of the community, now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. The Director of Planning is hereby authorized and directed to prepare an urban renewal plan for the area bounded by Highland Avenue on the east, Madison Avenue on the south, Content Avenue on the west and the northern boundary line of the Cleveland Transit System parking lot on the north and to present same to City Council for approval. Section 2. The Mayor is hereby authorized and directed to secure appraisals of individual parcels of land lying within the proposed urban renewal area and to report to City Council the fair market value of said parcels. Section 3. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
