WHEREAS, This Council determines that it is necessary to provide for the preparation of a preliminary engineering study and report on the operation of the Lakewood Incinerator, as it relates to pollution control and the updating of facilities, and, WHEREAS, This resolution constitutes an emergency measure providing for the inunediate preservation of the public health and safety and for the usual daily operation of a municipal department, now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: · Section 1. That the Director of Public Works be and he is hereby authorized and directed to employ by contract, the firm of George S. Voinovich, registered architect, for the purpose of preparing an engineering study of the Lakewood Incinerator which will include an analysis of present operations and recommendations for eliminating air pollution to conform to the r~gulations of the Revised Code of the State of Ohio, including an estimated cost of proposed work. Said study shall be at a cost not to exceed $7,O0O.O0. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof, and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
