REsoLuTION NO. 4864 BY: Messrs. Brockman, Graber, Kelley, Magnotto, McBride, Usher, Wendling AN EMERGENCY RESOLUTION authorizing and directing the Mayor of the City of Lakewood to negotiate a contract with Ramp Engineering Associates of Manhasset, New York for feasibility studies, preliminary construction drawings, plans, spec- ifications and cost estimates for a multi-level municipal parking garage facility to serve the general downtown area of the City of Lakewood. WHEREAS, the Lakewood Hospital Garage is regularly filled to capacity and the other off-street parking lots serving the downtown area of Lakewood are overcrowd- ed, and WHEREAS, this Council anticipates additional building in the downtown area of Lakewood which would result in increased demand for off-street parking facilities, and WHEREAS, this resolution constitutes an emergency measure in that it pro- vides for the immediate preservation of the public safety and welfare and for the usual daily operation of a municipal department, now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor of the City of Lakewood be and he is hereby authorized and directed to negotiate a contract with Ramp Engineering Associates of Manh~sse~c~New York for feasibility studies, preliminary construction drawings, plans, specifications and cost estimates for a multi-level municipal parking garage facility to serve the general downtown area of the City of Lakewood. Section 2. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
