Section 4. That the Building Commis~;ioner in reviewing all subdivision <br />applications shall make findings a fact and determine if: <br /> <br />'(a) Ail such proposed developments are consistent with the <br /> need to minimize flood damage. <br /> <br />(b) Adequate drainage is provided so as to reduce exposure <br /> to flood hazards. <br /> <br />(C) Adequate drainage is provided so as not to increase <br /> exposure to flood hazards of adjacent lands. <br /> <br /><d) <br /> <br />Ail public utilities and facilities are located, elevated <br />and constructed so as to minimize or eliminate flood <br />damage, these utilities and facilities to include sewer, <br />gas, electrical and water systems. <br /> <br />Section 5. That this Resolution is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof, and provided it <br />receives the affirmative vote of two-thirds of all members elected to <br />Council, it shall take effect and be in force immediately upon its adoption <br />and approval by the Mayor. <br /> <br />Approved :~~~O~z <br /> <br />Mayor <br /> <br />- 2 - <br /> <br /> <br />
