RESOLIrrI ON NO. 4970 BY: Messrs. Graber, Magnotto, Sinagra, Usher, Werncr, AN EMERGENCY RESOIAJTION urging the Governor of the State of Ohio and the appropriate elected representatives to the legislature of the State of Ohio to establish inunediatcly, rules and regulations regulating abortion practices in Ohio. WI~REAS, the Supreme Court of the United States has declared that States have legitimate interests in seeing to it that abortions are performed under circumstances that insure maximum safety for the patient, and WHEREAS, to date no adequate rules and regulations have been promulgated by the State of Ohio dealing with abortions or abortion clinics, and WHEREAS, there is growing concern throughout the State of Ohio and particularly in the City of Lakewood regarding the performance of abortions and the establishment of abortion clinics~ and the health care which should be provided, and WHEREAS, performance of unregulated abortions presents serious medical and health hazards to all citizens of the State of Ohio, which citizens are entitled to the highest standards of health care, and ~ WHEREAS, abortion is a potentially dangerous surgical procedure and for its performance rules and regulations should be established by the State of Ohio to assure the highest standards for the protection,of the pregnant woman at the earliest possible time, and WHEREAS, this resolution constitutes an emergency measure providing for th~ in~nediate preservation of public health, safety and welfare, now$ therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Council of the City of Lakewood, for and on behalf of the citizens of the City of Lakewood strongly urges the Governor of the State of Ohio and the Representatives to the Ohio State Legislature to enact appropriate legislation and/or to expedite pending legislation establishing rules and regula6ions for the perfor- mance of abortions in the State of Ohio at the earliest possible time and without any delay whatsoever. Section 2. That the Clerk of Council be and she is hereby authorized and directed to forward a certified copy of. this resolution' to the Honorable John J. Gilligan, Governor of the State of Ohio, Harry Jump, Clerk of the Ohio Senate, T. R. Boring, Clerk of the Ohio House of. Representatives, State Senator Paul Matia and State Representatives George Mastics and Richard G, Celeste. Section 3. That this resolution is hereby ~eclared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and b~ in force immediately upon its adoption and approval b..~ the Mayor. / P d-ent Clerk~/
