RESOLIrrI ON NO. 4970 <br /> <br />BY: Messrs. Graber, Magnotto, <br /> Sinagra, Usher, Werncr, <br /> <br /> AN EMERGENCY RESOIAJTION urging the Governor of the <br />State of Ohio and the appropriate elected representatives to the <br />legislature of the State of Ohio to establish inunediatcly, rules <br />and regulations regulating abortion practices in Ohio. <br /> <br /> WI~REAS, the Supreme Court of the United States has <br />declared that States have legitimate interests in seeing to it <br />that abortions are performed under circumstances that insure <br />maximum safety for the patient, and <br /> <br /> WHEREAS, to date no adequate rules and regulations have <br />been promulgated by the State of Ohio dealing with abortions or <br />abortion clinics, and <br /> <br /> WHEREAS, there is growing concern throughout the State <br />of Ohio and particularly in the City of Lakewood regarding the <br />performance of abortions and the establishment of abortion clinics~ <br />and the health care which should be provided, and <br /> <br /> WHEREAS, performance of unregulated abortions presents <br />serious medical and health hazards to all citizens of the State of <br />Ohio, which citizens are entitled to the highest standards of health <br />care, and ~ <br /> <br /> WHEREAS, abortion is a potentially dangerous surgical <br />procedure and for its performance rules and regulations should be <br />established by the State of Ohio to assure the highest standards <br />for the protection,of the pregnant woman at the earliest possible <br />time, and <br /> <br /> WHEREAS, this resolution constitutes an emergency measure <br />providing for th~ in~nediate preservation of public health, safety <br />and welfare, now$ therefore <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br />STATE OF OHIO: <br /> <br /> Section 1. That the Council of the City of Lakewood, for <br />and on behalf of the citizens of the City of Lakewood strongly urges <br />the Governor of the State of Ohio and the Representatives to the Ohio <br />State Legislature to enact appropriate legislation and/or to expedite <br />pending legislation establishing rules and regula6ions for the perfor- <br />mance of abortions in the State of Ohio at the earliest possible time <br />and without any delay whatsoever. <br /> <br /> Section 2. That the Clerk of Council be and she is hereby <br />authorized and directed to forward a certified copy of. this resolution' <br />to the Honorable John J. Gilligan, Governor of the State of Ohio, Harry <br />Jump, Clerk of the Ohio Senate, T. R. Boring, Clerk of the Ohio House <br />of. Representatives, State Senator Paul Matia and State Representatives <br />George Mastics and Richard G, Celeste. <br /> <br /> Section 3.
