RESOLUTION NO. 4988 <br /> <br />BY: Messrs. Magnotto, McBride, Sinagra, <br /> Usher, Brockman, Chinnock, Graber <br /> <br />AN EMERGENCY RESOLUTION .expressing the concern of Lakewood City Council <br />over the~future of mass transportation in Cuyahoga County and calling <br />upon the City of Cleveland and all governmental agencies to enter into <br />inm~ediate negotiations for the transfer of the Cleveland Transit System <br />to an area-wide agency. <br /> <br />WHEREAS, the Cleveland Transit System is the only transit system owned <br />and operated by a major metropolitan City solely out of the fare box, <br />and as a result has been unable to maintain adequate service and has been <br />forced to increase fares from time to time; and, <br /> <br />WHEREAS, it has become apparent to all concerned that public transportation <br />is a necessary public service which can be provided efficiently only through <br />government subsidy; and, <br /> <br /> WHEREAS, almost every major metropolitan area in the United States including <br /> all of the major cities in the State of Ohio have already taken steps to <br /> subsidize public transportation through property tax, sales tax, income <br /> tax, or other source of public funds, and have been able to improve service <br /> while reducing fares; and, <br /> <br /> WHEREAS, as long as CTS is owned and operated by the City of Cleveland, it <br /> will not be possible to provide the broad tax base necessary for its <br /> expansion and improvement; and, <br /> <br /> WHEREAS, the Cuyahoga County Mayors and City Managers Association unanimously <br /> adopted a report during 1973 calling for the regionalization of the Cleveland <br /> Transit System; and, <br /> <br /> WHEREAS, both local newspapers, the Greater Cleveland Growth Association, <br /> NOACA, the Five County Transit Study, and numerous other responsible groups <br /> have come to the conclusion that regionalization of CTS is vitally necessary <br /> to its future; and, <br /> WHEREAS, this resolution constitutes an emergency measure providing for the <br /> immediate preservation of the public property and for the usual daily opera- <br /> tion of municipal departments; now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO~ <br /> Section 1. That the City of Cleveland, Mayor Ralph J, Perk, Council President <br /> George Forbes, the Cleveland Transit System, the County Commissioners, the <br /> Lake Erie Regional Transit Authority, the Cuyahoga County Mayors and City <br /> Managers Association, and all other interested groups and organizations be <br /> urged to commence immediate negotiations for the regionalization of the Cleveland <br /> Transit System, either through the establishment of a regional authority~ or <br /> under a county transit authority established by the County Commissioners. <br /> Section 2. That the Council of the City of Lakewood hereby declares its intent <br /> to cooperate fully with all regponsible bodies toward the eventual regionalization <br /> and subsidation of public transportation. <br /> <br />Section 3.
