RESOLUTION NO. 5025

<br /> AN EMERGENCY RESOLUTION urging the Ohio Department of Highways to
<br />authorize the construction of a pedestrian overpass across Interstate 90 at
<br />Arthur Avenue, Lakewood, Ohio (West I55th Street in Cleveland, Ohio) and to
<br />request the Federal Bureau of Public Roads to include the construction of said
<br />pedestrian overpass in the present project, to wit, the completion of Interstate
<br />90.
<br />
<br /> WHEREAS, the construction of those portions of Interstate 90 situated
<br />immediately to the east and west of the City of Lakewood is presently in progress
<br />and the completion of Interstate 90 is anticipated in the foreseeable future, and
<br />
<br /> WHEREAS, although that portion of Interstate 90 east of West 159th Street
<br />is situated within the corporate limits of Cleveland, Ohio, over 200 Lakewood school
<br />children must cross Interstate 90 four times each day on their way to and from St.
<br />Mark's school, located between West 155th Street and West 159th Street in the City
<br />of Cleveland, and
<br />
<br /> WHEREAS, literally hundreds of families residing in the southerly area
<br />of the City of Lakewood use and enjoy the facilities of Impett Park, which also is
<br />located immediately to the south of Interstate 90 in the City of Cleveland, and
<br />
<br /> WHEREAS, the nearest shopping center serving the residents of south
<br />Lakewood is the Warren Village Shopping Center located on Warren Road in the City
<br />of Cleveland, Ohio and in which shopping center is the closest supermarket, and
<br />
<br /> WHEREAS, this Council desires to do all in its power to effect the
<br />construction of a pedestrian overpass across Interstate 90 between West 155th
<br />Street and West 159th Street, Cleveland, Ohio in the interests of the safety~ welfare
<br />and convenience of its citizens using the aforementioned facilities, and in facili-
<br />tating travel to and from same, and
<br />
<br /> W~EREAS, this Resolution constitutes an emergency measure in that the
<br />authorization of the construction of such pedestrian overpass should be obtained
<br />at the earliest possible time; now, therefore,
<br />
<br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That the Council of the City of Lakewood, for and on behalf
<br />of the citizens of Lakewood, Ohio, strongly urges the Ohio Department of Highways
<br />and all other responsible officials to authorize the construction of a pedestriah
<br />overpass across Interstate 90 at Arthur Avenue, Lakewood, Ohio (West 155th Street
<br />in Cleveland, Ohio), to request the Federal Bureau of Public Roads to include the
<br />construction of said pedestrian overpass in the present project, to wit, the
<br />completion of Interstate 90 and take whatever steps are necessary to effect the
<br />construction of said pedestrian overpass without delay.
<br />
<br /> Section 2. That the Clerk of Council be and she is hereby authorized
<br />and directed to forward a certified copy of this Resolution to Joseph Powell,
<br />Division Engineer of the Ohio State Department of Highways, Mrs. Mercedes Corner,
<br />Clerk of Council of the City of Cleveland, Francis E. Gaul, Councilman of Ward 4
<br />of the City of Cleveland, Ohio, and to those responsible Federal, State and
<br />Municipal officials charged with and/or having an interest in the construction of
<br />Interstate 90.

<br /> Section 3. That this Resolution is hereby declared to be an emergency
<br />measure for the reasons stated in the preamble ~v.~of and pro~id~ it receives the
<br />affirmative vote of two-thirds of all members/~lectyd to ~u~c~l~lit shall take
<br />effect and be in force immediately upon its ~do~ptio~and~o~by~he Mayor.
