<br /> AN EMERGENCY RESOLUTION urgihg the Court of Common Pleas, Juvcuile
<br />Court Division, of Coyahoga Connty to give favorable consideration and support
<br />to the establishment of a Juvenile Court branch fn the West Shure area, preferably
<br />in the City of Lak~wood~ Ohio.

<br /> 'WIIEREAS, this Council has been advised that in receut years there has
<br />been a continual increase in the number of referrals to the Juvenile Court of
<br />Cuyahoga County from the West Shore area, and
<br />
<br /> WIIEREAS, in the judgment of law enforccmv~lt officials, thc docket
<br />of tlke Juvenile Court of Cuyaboga County is overcrowdvd, creating a'sevcre
<br />drain on Police manpower due to unavoidable delays in filings and hearing
<br />attendance, and
<br />
<br /> WHEREAS, uuder such crowded conditlous it is vi. rtnally impossible for
<br />the Court to give iudividual atteution to juvenile offenders whJle, on the other
<br />hand, with the establishment of an additional, btrancl~ of a hlwm],l.e Court iu the
<br />West Shore area, marginal offenders would be able to receive specialized atten-
<br />tion, and
<br />
<br /> WIIEREAS, this Council is of the opinion that the estab[islancnt of a
<br />Juvenfle Court breach in the West Shore area woeld rt~sul, t in a substauJtial
<br />ssvi.ngs in time, macpower, costs and expenses aud would substa~ktially promote
<br />the safety and well being of the citizens of the Was% Shore area, particularly
<br />its juveniles and tlieir parents, and
<br />
<br /> WIU~REAS, this Council is of the fm~tber opinion that it would be
<br />preferable to estab].ish said branch of the Juveui~e Court ilk the City of Lakewood,
<br />said City being tile largest City in the West Shore ~]rea, and
<br />
<br /> WIIEREAS, this Resolution constitutes an cmerg~mcy measure in that a
<br />branch of the Juveu~le Court should he established in the West Shore area ~lt the
<br />earliest possible time so as to relieve the ~:xistJng uw,rcrowded conditious at
<br />Juvenile Court and to better serve the interests of the ~]uven~les of thc West
<br />Shore area; now, therefore,

<br />BE IT RESOLVED BY THE COUNCIL OF TIlE CITY OF LAKEWOOD, STATE OF O11~O:

<br /> Section 1. That the Council of thc (;Ltv of l,akcwood, for and on b~balf

<br />area, preferably in the City of Lakewood', Ohio.

<br />and directed to forward a certified copy of tb[.s Rcsolutlou to the llonorable Leo
<br />M. Spellacy, Chief Justice of the Co~mnon Pleas Count of Cuyahoga County, tile
<br />ltonorable John J. Toner, Administrative Judge of the Juvenile Ce.rt Division of
<br />the Court of Common Pleas, and to the tlonorabln'J.ven] [e Co.rt Justices John F.
<br />Corrigan, Ange].o J. Gagliardo and Walter Whitlach.

<br />Section 3. That this Resolution is hereby decibel:ed to be an emergency
