That pursuant to Section 3 of Article ;<IV of <br />Charter of thc City of Lnkcwood, the Director of Finance of this City he and <br />he is hereby authorized and directcd to prepare and file with this Council <br />the estimated assessments of thc cost of thc improvement described in this <br />resolution. %'hen such estimated assessments have been so filed, said Director <br />of Finance shall cause notice of thc adoption of this resolution end thc <br />filing of said estimated assess.mcnts to be serves on the owners of all lots <br />~nd l~nds to be assessed as provided in Section h of said Article XIV. <br /> <br /> Section 9. That the ~ssessmcnts to be levied shall be paid in ten <br />(10) semi,annual installments, with interest on deferred payments at the s~me <br />rate as shall be borne by the bonds to be issued in anticipation of the <br />collection thereof which is nos estimated at six and one-quarter per <br />cent~m per annum, provided, that the o~ner of [uny property assessed may, at <br />his option, pay such assessment in cash within thirty days after passage of <br />%he ~ssessing ordin0ance. <br /> <br /> Section 10. That bonds of the City shall be issued in anticipation , <br />of the collection of assessments by installments [end in an a3nount equal thereto <br />and notes of said City shall be issued in anticpation of the issuance of such <br />bonds and the levy of such assessments. <br /> <br /> Section 11. T~a,% the remainder of the entire cost of said improve- <br />ment, after application o~thc assessments herein provided, shall be paid by <br />the issuance of bonds in t~e manner provided by law. <br /> <br /> Section 12.
