RESOLUTION NO. 5221 BY: <br /> <br />Messrs. Magnotto, McBride, Salmon, <br /> <br /> Usher, Brockman, Chinnock <br /> <br /> AN EMERGENCY RESOLUTION authorizing the Director of Finance of the <br />City of Lakewood to enter into a contract with the Central National Bank of <br />Cleveland to compute and process payroll checks for employees of the City of <br />Lakewood. <br /> <br /> WHEREAS, for approximately the past twelve years the City of Lakewood <br />has had a contract with Society National Bank for the computing and processing <br />of all payroll checks of employees of the City of Lakewood, and <br /> <br /> WHEREAS, Society National Bank of Cleveland has recently served notice <br />on the City that it is discontinuing such services and that accordingly it must <br />terminate its contract with the City, and <br /> <br /> WHEREAS, the Director of Finance has conducted a survey of the major <br />banks in the Cleveland area, as a result of which he has determined that Central <br />National Bank of Cleveland is able to provide the services required by the City <br />most effectively and efficiently, that said bank is experienced in performing <br />such services for other municipalities and political subdivisions and will perform <br />such services for the lowest and best price, and <br /> <br /> WHEREAS, the Director of Finance is authorized, pursuant to the provisions <br />of Section 9.35 of the Revised Code of Ohio to contract for and engage the services <br />of a financial institution capable of rendering electronic data processing or <br />computer services to perform the mechanical, clerical or record-keeping services <br />necessary in the performance of his duties, and <br /> <br /> WHEREAS, a real and present emergency exists in the usual daily operation <br />of the Department of Finance of the City of Lakewood in that it is essential to <br />enter into a contract for the processing of the payroll checks prior to the termina- <br />tion of the previous contract, and <br /> <br /> WHEREAS, this Resolution constitutes an emergency measure providing for <br />the usual daily operation of a municipal department; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Director of Finance of the City of Lakewood be and <br />he is hereby authorized to enter into a contract with the Central National Bank of <br />Cleveland to compute and process the payroll of the employees of the City of Lakewood, <br />which services shall include, among other things, the computation of the gross pay <br />and all withholding taxes and deductions for each such employee, the preparation of <br />each payroll check, the preparation of supporting journals and reports, and the <br />preparation of W~2 wage statements for each of the employees of the City. <br /> <br /> Section 2. That this Resolution is hereby declared to be an emergency <br />measure for the Seasons stated in the preamble hereof and provided it receives the <br />affirmative vote of two-thirds of all members elected to Council, it shall take <br />effect and be in force immediately upon its <br /> adoption d approval by the MayOr. <br /> <br /> . <br /> <br />Approved,~ /,~/ /?~7 <br /> ~ ' <br /> <br />Mayor <br /> <br /> <br />
