RESOLUTION NO.: 5242 BY: Messrs. Sinagra, Brockman, Chinnock, Magnotto, McBride, Salmon AN EMERGENCY RESOLUTION authorizing the Director of Public Works to enter into a contract for cleaning two secondary digesters at the City of Lakewood Wastewater Treatment Plant after advertising according to law. WHEREAS, the two secondary digesters at the Wastewater Treatment Plant have accumulated large amounts of grit, debris and solidified sludge inasmuch as it has been 12 years since these digesters were cleaned, and, WHEREAS, the production of sludge gas, used as fuel for the Wastewater Treatment Plant, is no longer being produced by the secondary digesters as a result of the accumulation of grit, debris and solidified sludge, and, WHEREAS, the liquid sludge is now being processed from the secondary digesters as a 3% solids content rather than a 6% solids content as a result of the accumulation of grit, debris and solidified sludge, and, WHEREAS, the decrease in solids content of liquid sludge requires the removal of approximately two times the amount,of liquid to attain the proper amount of solids removal from the Wastewater Treatment Plant, and, WHEREAS, the removal of approximately two times the amount of liquid sludge from the secondary digesters requires approximately two times the normal operational cost' of sludge treatment and disposal, and, WHEREAS, this Resolution constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and for the usual daily operation of a municipal department, now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Director of Public Works be and he is hereby authorized and directed to enter into a contract with the lowest and best bidder for cleaning two secondary digester tanks at the Wastewater Treatment Plant after advertising for bids according to law. Section 2. That funds for cleaning the two secondary digesters at the Wastewatem Treatment Plant shall be supplied by the Wastewater Sewer Facilities Fund. Section 3. That~this Resolution is hereby declared to be an emergency measure for the*reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
