~f l <br /> RESOLUTION No. 5390 BY: McBrided Salmon, Wen dling, Brockman, <br /> Brown, Chinnock, Magnotto <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor, as <br /> ex-officio Director of Public Works to enter into a contract with the lowest and <br /> best bidder after advertisement according to law, for accepting and disposing <br /> of liquid sludge from the City of Lakewood Wastewater Treatment Plant by tank <br /> truck hauling for a period of one year. <br /> WHEREAS, the Federal Environmental Protection Agency license for the <br /> City of Lakewood Wastewater Treatment Plant requires the removal of phosphate <br /> from the plant effluent to a level of one milligram per liter, and <br /> WHEREAS, the City of Lakewood has been served a notice of license <br /> violation by the Federal Environmental Protection Agency, and <br /> WHEREAS, the chemical treatment required to remove phosphate to the <br /> levels required by the license increases the amount of sludge in the plant and, <br /> WHEREAS, the present sludge removal equipment at the plant is not <br /> adequate to provide the necessary additional volume of sludge removal, and <br /> WHEREAS, this resolution constitutes an emergency measure providing <br /> for the immediate preservation of the public health and for the usual daily <br /> operation of a municipal department; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF L7~IKEWOOD, STATE OF OHIO: <br /> Section 1. That the Mayor, as ex-officio Director of Public Works, <br /> be and he is hereby authorized to enter into a contract for accepting and dis- <br /> posing of liquid sludge from the City of Lakewood Wastewater Treatment Plant <br /> by tank truck hauling for a period of one year with the lowest and best bidder <br /> after advertisement according to law. <br /> Section 2.
