Section 3. That it is the desire of this CounCil that ballots <br />presented to the e)ectors of the City of Lakewood shall be in substantially <br />the following form: <br /> <br />A majority affirmative vote is necessary for passage. <br /> <br />Shall the Ordinance (Ordinance No.43-SD)providlng for a <br />1½% levy on income on and after January 1, 1981 for the <br />purpose of providing funds for general municipal services <br />be passed? <br /> <br /> FOR THE INCOME TAX : <br />AGAINST THE INCOME TAX : <br /> <br /> Section 4. That the Clerk of Council be and s~e is hereby authorized <br />and directed to file a certified copy of this resolution~with the Board of <br />Elections of Cuyahoga County, Ohio no later than September 4, 1980. <br /> <br /> Section 5. That it is found and determined that all formal actions <br />of this Council concerning and relating to the passage o~ this resolution were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and of any of its committees that resulted iln such formal actions, <br />were in meetings open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br /> <br /> Section 6. This resolution is declared to be ~n emergency measure <br />for the immediate preservation of the public peace, property, health, safety and <br />welfare of the City and for the further reason that this resolution must be <br />effective at once in order to place this issue on the balllot at the November 4, <br />1980 General Election, wherefore, this resolution shall ~e in full force and <br />effect from and immediately after its adoption amd approval by the Mayor. <br /> <br />Approved: <br /> <br />C1 erkf <br /> <br /> <br />
