That the Director of Public Works be and he is hereby <br /> authorized and directed to enter into a requirement contract or con- <br /> tracts for the purchase of materials and labor for use in street, <br /> sidewalk and Public Works Department projects on City owned properties <br /> for a period of one year commencing May 1, 1982, in accordance with <br /> the list of such materials on file in the office of the Director of <br /> Public Works, with the lowest and best bidder or bidders after adver- <br /> tisement according to law. <br /> Section 2.
