RESOLUTION N0: 5703 BY: Brown, Chinnock, <br /> Gallagher, Graham, McBride, <br /> Wendling <br /> AN EMERGENCY RESOLUTION authorizing and directing the <br /> Director of Public Works to enter into a contract-with the lowest <br /> and best bidder after advertisement according to law, for accepting <br /> and disposing of sludge or accepting of sludge only from the City <br /> of Lakewood Wastewater Treatment Plant for a period of one or two <br /> years. <br /> WHEREAS, the removal and disposal of sludge is an ordinary <br /> and necessary expense to be incurred in the efficient operation of <br /> the Lakewood tilastewater Treatment Plant, and: <br /> WHEREAS, all bid proposals are subject to the approval and <br /> conditions as set forth by the Ohio Environmental Protection Agency, <br /> Northeast District Office, and; <br /> WHEREAS, this Resolution constitutes an emergency measure <br /> providing for the immediate preservation of the Public health and <br /> for the usual daily operation of a municipal department.; now, there- <br /> fore;. <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br /> STATE OF OHIO: <br /> Section 1. That the Director of Public Works be and he <br /> is hereby authorized and directed to enter into a contract for <br /> accepting and disposing of sludge or accepting of sludge only from <br /> the City of Lakewood Wastewater Treatment Plant for a period of <br /> one or two years with the lowest and best bidder after advertisement <br /> according to law. <br /> Section 2. That this Resolution is hereby declared to be <br /> an emergency measure for the reasons stated in the preamble hereof <br /> and provided it receives the affirmative vote of two-thirds of all <br /> members .elected to Council, it shall take effect and be in force <br /> immediately upon. its adoption and approval by the Mayor. <br /> ADOPTED: <br /> resident <br /> C er <br /> <br /> APPROVED: y, <br /> ay <br /> <br />
