RESOLUTION N0. 5745-83 BY: Brown, Chinnock, Gallagher, Graham <br /> McBride, Salmon, Wendling <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor to enter <br /> into an agreement with and to accept, budget, and administer the 1983 grant in <br /> the amount of $52,295 from the Ohio Department of Natural Resources, Office of <br /> Litter Control allocated from the Ohio Litter Control Act of 1980 and repealing <br /> Resolution No. 5734 adopted December 20, 1982. <br /> WHEREAS, litter is unsightly, unsanitary, and creates blighting condi- <br /> tions, and <br /> WHEREAS, the Lakewood City Council recognizes the existence of a <br /> litter problem within the boundaries of the City of Lakewood and the need to <br /> address the problem at a local level, and <br /> WHEREAS, the Ohio Litter Control Act of 1980 provides, through the Ohio <br /> 'Department of Natural Resources, Office of Litter Control, for the allocation of <br /> public funds in the form of grants for the purpose of enhancing local litter <br /> control programs; and <br /> WHEREAS, this resolution constitutes an emergency measure providing <br /> for the immediate preservation of the public health, safety and welfare and for <br /> the further reason that the aforementioned funds are currently available; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That the Mayor, on behalf of the City of Lakewood, be and <br /> he is hereby authorized and directed to enter into an agreement with and to <br /> accept, budget, and administer the 1983 grant in the amount of $52,295 from the <br /> Ohio Department of Natural Resources, Office of Litter Control allocated from <br /> the Ohio Litter Control Act of 1980. <br /> Section 2. That Resolution No. 5734 shall be and the same is hereby <br /> repealed. <br /> Section 3. It is found and determined that all formal actions of this <br /> Council concerning and relating to the passage of this ordinance were adopted in <br /> an open meeting of this Council, and that all such deliberations.ef this Council <br /> and of any of its committees that resulted in such formal action, were in <br /> meetings open to the public, in compliance with all legal requirements including <br /> Section 121.22 of the Ohio Revised Code. <br /> Section 4.
