(iii) enable the City to provide additional monies <br /> to make payments of principal of and interest on bonds <br /> issued to provide parking facilities which are not related <br /> to the Hospital; and <br /> (iv) enable the City to provide other needed perma- <br /> nent improvements, as determined by this Council, or to <br /> make payments of principal of and interest on bonds or <br /> bond anticipation notes issued for the purpose of provid- <br /> ing such other needed permanent improvements. <br /> Section 4. The law firm of Calfee, Halter & Griswold, <br /> Cleveland, Ohio, upon the request of the Law Director, is authorized to <br /> prepare a petition addressed to the Court of Common Pleas of Cuyahoga <br /> County setting forth the name and amount of the funds to which and from <br /> which the transfer hereby authorized shall be made, a copy of this <br /> Resolution with a full statement of the proceedings pertaining to its <br /> passage, and the reason and necessity for the transfer, to forward a <br /> duplicate copy of said petition to the Tax Commissioner for her ex- <br /> amination and approval and, upon her approval, to forward, within ten <br /> (10) days of receipt of said approval, a copy of the petition to the <br /> Clerk of the Court of Common Pleas of Cuyahoga County, to give notice of <br /> the filing, object and prayer of the petition and of the time when it <br /> will be heard in accordance with the requirements of Section 5705.16, <br /> Ohio Revised Code, and to represent the City with respect to the pro- <br /> ceedings in the Court of Common Pleas of Cuyahoga County and before the <br /> Tax Commissioner. <br /> Section 5. It is found and determined that all formal actions <br /> of this Council concerning and relating to the passage of this Resolu- <br /> tion were adopted in an open meeting of this Council, and that all <br /> deliberations of this Council and any of its committees that resulted in <br /> such formal action were in meetings open to the public in compliance <br /> <br /> with all legal requirements, including the City's Charter and Codified <br /> Ordinances and Section 121.22 of the Ohio. Revised Code. <br /> Section 6.
