WHEREAS, the U. S. Department of Agriculture action in de- <br /> signating Lake anal Geauga Counties Disaster Loan Areas because of <br /> "drought and high temperatures" shows that these summer 1983 ozone <br /> standard violations occurred at a time when there was a highly un- <br /> <br /> usual incidence. of weather conditions which produce excessive levels <br /> of ozone; and <br /> WHEREAS, if the Cleveland area had experienced these highly <br /> <br /> unusual meteorological conditions but had already received USEPA <br /> approval of the 1982 ozone SIP revisions, approval of the SIP re- <br /> <br /> visions would not have been jeopardized by monitored data collected <br /> during summer 1983; and <br /> WHEREAS, while USEPA is proposing to disapprove the Cleveland <br /> area 1982 ozone SIP revisions and to require a mandatory inspection <br /> and maintenance program, other major metropolitan areas which exper- <br /> fenced similar or worse ozone standard violations during summer 1983 <br /> are only being asked to review their SIPS ar}d consider adoption of <br /> controls which will reduct hydrocarbon emissions, now, therefore; <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> OF OHIO: <br /> Section 1. That the Administrator, USEPA, and the Regional <br /> Administrator, Region V, USEPA, be strongly urged to order the issuing <br /> of a final rulemaking apppp__r___o~__v~~in~~. the 1982 Ohio Revised SIP for meeting <br /> the ozone standard in t~veland Urban Demonstration Area. <br /> Section 2. That OEPA be and is hereby given full support in <br /> its effort to obtain USEPA .approval. of the 1982 Revised SIP for meet- <br /> ing the ozone standard in the Cleveland Urban Demonstration Area. <br /> Section 3. That the Clerk of this Council be authorized and <br /> she is hereby directed to send certified copies of this Resolution <br /> to the Administrator, USEPA; Regional Administrator, Region V, USEPA; <br /> Governor of Ohio; Director, OEPA; members ,of the Ohio General Assembly; <br /> and members of Congress representing the State of Ohio.. <br /> Section 4. It is found. and determined that all formal actions <br /> of Council concerning and relating to the adoption of this Resolution <br /> were adopted in an open meeting of this Council and that all such de- <br /> liberations of this Council and of any of its Committees that resulted <br /> in such formal action were in meetings open to the public in compliance <br /> with all legal requirements including Section 121.22 of the Ohio Revised <br /> Code. <br /> Section 5. That this Resolution is hereby declared to be an emergen <br /> measure for the reasons stated in the preamble hereof and provided it re- <br /> ceives the affirmative vote of two-thirds of all members elected to Council <br /> it shall take effect and be in force immediately upon its adoption and <br /> approval by the Mayor otherwise, it shall. take effect and be in force after <br /> the earliest per'~/iod al/lC~opwed by law. ~ ~ I` f <br /> Adopted: (,{i(fiaL.
