RESOLUTION NO. 6121-87 BY: Brown, Chinnock, 8allagher, Graham, Salmon, Wendling A RESOLUTION expressing to the Superintendent of Insurance of the State of Ohio the opposition of the Council of the City of Lakewood to the application filed by Blue Cross/Blue Shield of Northern Ohio for an increase in health premiums and a reduction in certain coverages. WHEREAS, this Council is advised that Blue Cross/Blue Shield of Northern Ohio has filed with the Superintendent of Insurance of the State of Ohio a request to increase health insurance premiums by up to 41.7 percent in some cases, and to limit catastrophic care benefits to $3,000 per year for skilled nursing care, $1,000 per year for private nursing care, and $500 per year for outpatient services, and WHEREAS, the major burden resultant from such rate increases and the reduction of catastrophic care benefits will undoubtedly fall upon the senior citizens of this community whose fixed income is unlikely to be able to support such major expenditures and will adversely affect the approximately 125,000 elderly, self-employed and other non-group subscribers residing in Northeast Ohio, and WHEREAS, this Council wishes to make known to the Superintendent of Insurance of the State of Ohio its deep concern over the 41.7 percent rate increase and corresponding reduced benefits being sought by Blue Cross/Blue Shield of Northern Ohio and its opposition to said application; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That this Council, fox and on behalf of the residents of the City of Lakewood, hereby expresses to the Superintendent of Insurance of the State of Ohio its deep concern over the up to 41.7 percent increase in health premiums with a corresponding reduction in care benefits being requested by Blue Cross/Blue Shield of Northern Ohio, and strongly urges the Superintendent of Insurance to deny said application. Section 2. That the Clerk of Council be and she is hereby authorized and directed to forward a certified copy of this Resolution to George Fabe, Superintendent of Insurance, Director of the Department of Insurance of the State of Ohio, Columbus, Ohio, and to Ohio Governor Richard F.
