w
Office of the '

Cons rs C un I
137 East State Street
May 8, 1987 Columbus, Ohio 43215
The Honorable Anthony C. Sinagra
Mayor
City of Lakewood
12650 Detroit Avenue
Lakewood, OH 44107
Dear Hayor Sinagra:
I am writing to ask for your help in opposing the=~~% residential rate
increase that Cleveland Electric Illuminating now has before the Public
Utilities Commission of Ohio in a $256 million rate case. Most of the
utility's rate request (6.9.5%) is to pay for Perry I Nuclear Plant costs as
can be seen from these key facts:
Impact of Perry I in Case No. 86-2025-F.L-AIR:
Total Requested Increase $256,791,714
Stated Revenue Deficiency $291,971,029
Portion Related to Perry I $178,413,040
% Increase Over
Current Rates
Rate Impact Due to Perry Overall
Residential 15.1% 21.7%
General Commercial 16.6% 23.9%
Large Commercial 15.9% 22.9%
Industrial 13.9% 20.0%
Large Industrial 13.3% 19.1%
Overall 13.9% 20.0%
Dollar Increase on Typical 500 KWfi Monthly Bi11s:
Residential - Perry Costs $ 79.80 per year
Residential - Overall $114.72 per year
Last fall the Office of the Consumers' Counsel intervened in this case
to represent CEI residential consumers. Thus far over $100,000 for
attorneys and expert witness has been expended by Consumers' Counsel for our
case against the CEI rate increase.
Last month I met with a dozen public officials from Cuyahoga, Lake and
Geauga Counties to discuss effective ways for counties and communities to
help oppose:=this rate increase. Local actions include: 1) passing
resolutions; 2) notifying media of opposition; 3) asking fellow public
officials to act; 4) presenting sworn testimony at the early July rate
hearing and; 5) assisting OCC in generating public participation for the
rate hearings.
An Equal Opportunity Employer
