PLEASE SUBSTITUTE FOR RESOLUTION #6182-! <br /> REFERf, IO THE FINANCE COMMITTEE ON <br /> SEPTEMBER 8, 1987. <br /> RESOLUTION N0. 67$2-87 BY: Brown Chinnock, GGallagher, Gazzana <br /> George, Graham, Wendling <br /> AN EMERGENCY RESOLUTION to determining to amend Resolution <br /> No. 6130-87, Special Homestead Exemption. <br /> WHEREAS, this Council has heretofore on March 16, 1987, <br /> adopted Resolution No. 6130-87 authorizing and directing the Director <br /> of Public Works to establish water rates for the years beginning March <br /> 1, 1987; March 1, 1988; and-March 1, 1989, and to provide for a <br /> Special Homestead Exemption, and <br /> WHEREAS, certain requirements have been established for <br /> consumers seeking a special exemption which includes that the consumer <br /> must own and occupy their property which discriminates against renters <br /> charged with water bills, and <br /> WHEREAS, this Resolution constitutes an emergency measure <br /> providing for the usual daily operation of a municipal department; <br /> now, therefore, <br /> BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That Section 4 of Resolution No. 6130-87 adopted <br /> March 16, 1987, now reading as follows: <br /> "Section 4. That the Dirctor of Public Works is <br /> hereby authorized and directed to establish a <br /> Special Homestead Exemption effective March 1, <br /> 1987, whereby a minimum service and consumption <br /> charge shall be made to homesteads owned by persons <br /> 65 years of age or older or by a permanently or <br /> totally disabled person provided that such person's <br /> total income is less than $15,000 annually. The <br /> minimum charge for the first 1,000 cubic feet of <br /> water or less used by each homestead during each <br /> one or three month billing period shall be Eleven <br /> Dollars And Seventy-Three Cents ($11.73) beginning <br /> March 1, 1987; Twelve Dollars and Thirty-One Cents <br /> ($12.31) beginning on March 1, 1988; and Twelve <br /> Dollars and Ninety-Three Cents ($12.93) beginning <br /> on March 1, 1989. All water used in excess of <br /> 1,000 cubic feet during each one or three month <br /> billing period shall cost One Hundred Seventeen <br /> and Three Tenths Cents (117.3) per 100 cubic feet <br /> beginning March 1, 1987; One Hundred Twenty Three <br /> and One Tenth Cents (123.1) per 100 cubic feet <br /> beginning on March 1, 1988; and One Hundred Twenty- <br /> Nine and Three Tenths Cents (129.3) per 100 cubic <br /> feet beginning March 1, 1989." <br /> <br /> shall be and the same is hereby amended to read as follows: <br /> "Section 4. That the Dirctor of Public Works is <br /> hereby authorized and directed to establish a <br /> Special Homestead Exemption effective March 1, <br /> 1987, whereby a minimum service and consumption <br /> charge shall be made to homesteads owned by persons <br /> 65 years of age or older or by a permanently or <br /> totally disabled person provided that such person's <br /> total household income is less than $15,000.00 <br /> annually. This Special Homestead Exemption shall <br /> also be extended to persons so qualified renting <br /> and occupying a single family home provided that it <br /> can be demonstrated satisfactorily to the Director <br /> that such person is paying the water bill directly <br /> to the City of Lakewood, and that such qualified <br /> person will be the beneficiary of such exemption. <br /> 1 <br /> <br />
