RESOLUTION N0. 622087 BY: Brown} GallagherP Graham, <br /> McBrider Salmon, Wendling <br /> A RESOLUTION urging Governor Richard F. Celeste to delay the <br /> implementation of Ohio's Mandatory Auto Emission Testing scheduled to begin <br /> January 1, 1988. <br /> WHEREAS, the United States Environmental Protection Agency (EPA) <br /> has declared that there is a distinct possibility the federal government will <br /> cause the loss of an estimated $24 million in federal highway funds to the <br /> State of Ohio if the State of Ohio does not implement, by January 1, 1988, an <br /> Automobile Tailpipe Inspection and Maintenance (I & M) Program; and <br /> WHEREAS, Lakewood Congressman Edward F. Feighan has introduced an <br /> amendment to the United States House of Representatives Continuing Budget <br /> Resolution extending, by eight months, the deadline for compliance with the <br /> Clean Air Act Automobile Tailpipe Inspection Compliance and Maintenance (I <br /> & M) Program; and <br /> WHEREAS, at the writing of this resolution, the adoption <br /> of Congressman Feighan's amendment is highly probably; and <br /> WHEREAS, the auto emission testing program, as currently organized, <br /> has designated only 60 tailpipe inspection and maintenance establishments <br /> for the one million, plus,automobiles registered in Cuyahoga County; and <br /> WHEREAS, the implementation of this program, if the compliance <br /> extension is not granted, will prove to be a "bureaucratic nightmare" and <br /> public relations disaster for the State of Ohio; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF <br /> OHIO: <br /> Section 1. That this Council urges the Honorable Richard F. <br /> Celeste to extend Ohio's proposed Mandatory Auto Emissions Testing Program, <br /> pursuant to the passage of Congressman Edward F. Feighan's amendment to the <br /> House's Continuing Budget Resolution. <br /> Section 2. That the Clerk of Council be, and she is hereby <br /> authorized and directed to forward a certified copy of this Resolution to The <br /> Honorable Richard F. Celeste, Congressman Edward F. Feighan and Richard L. <br /> Shank, Director of the Ohio Environmental Protection Agenc G. Riffe, <br /> <br /> Jr., Speaker//~~of the House, and Paul E.
