OBJECTIVES OF THE CONSENT DECREE <br /> <br /> It is the objective of this Consent Decree to resolve <br />all disputes relating to erecting or maintaining Patrick's <br />outdoor advertising structures in the City, and all actions, <br />causes of action, litigation in state or federal court, includ- <br />ing appeals pending the adoption of this Consent Decree; to <br />eliminate outdoor advertising structures not meeting the height, <br />location and design standards of the Lakewood Sign Ordinance and <br />to overall substantially reduce the number of outdoor advertis- <br />ing structures located in the City of Lakewood; and to protect <br />the rights and obligations of the City to abate nuisances and <br />protect the health, safety and welfare of its citizens and the <br />rights and protection Plaintiff is entitled to under the First <br />Amendment and other provisions of the United States Constitu- <br />tion. <br /> <br /> V. REMOVAL AND CONSTRUCTION <br /> <br /> Patrick shall apply for and secure all necessary <br />permits and shall remove the Patrick owned outdoor advertising <br />structures and construct new outdoor advertising structures as <br />stated in Exhibit B, attached hereto and incorporated herein the <br />same as though fully rewritten at length, as follows: <br /> <br />-4- <br /> <br /> <br />
