RESOLUTION NO. 6376-89 <br /> <br />BY: Brown, Chinnock, Gallagher <br /> Gazzana, George, Graham, Wendlil <br /> <br /> AN EMERGENCY RESOLUTION' urging our State Legislature to <br />consider a proposed amendment to Revised Code Chapter 3700, the State <br />Certificate of Need law, affecting Lakewood Hospital <br /> <br /> WHEREAS, Lakewood Hospital is a critical asset of our <br />community serving all of the citizens of Lakewood, and <br /> <br /> WHEREAS, Lakewood Hospital must have the ability to compete <br />effectively in the health care industry if it is to continue as an <br />important asset of our community, and <br /> <br /> WHEREAS, Lakewood Hospital must offer a full range of <br />services to be competitive in the entire health care industry, and <br /> <br /> WHEREAS, flexibility is a necessary part of that competitive <br />ability, and <br /> <br /> WHEREAS, it is desirable that services such as obstetrics be <br />available in our City both to improve the hospital's effectiveness and <br />for the general welfare of the City of Lakewood and its residents, and <br /> <br /> WHEREAS, this resolution constitutes an emergency measure <br />providing for the immediate preservation of the health, safety and <br />welfare of the citizens of Lakewood, now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council and the Mayor for and on <br />behalf of the citizens of Lakewood, respectfully urge all members of <br />the Ohio General Assembly and particularly our State Senator Charles <br />Butts and State Representative Madeline Cain to favorably consider <br />enactment of the proposed amendment to the Certificate of Need law <br />which would authorized affiliated hospitals the right to relocate or <br />recatagorize hospital beds consistent with the guidelines in the <br />current Certificate of Need law. <br /> <br /> Section 2. It is found and determined that the amendment <br />proposed by Lakewood Hospital to the Certificate of Need law of the <br />State of Ohio is essential to the continuation and preservation of <br />Lakewood Hospital as an important community asset and, therefore, that <br />such amendment to the law, which is attached hereeto and incorporated <br />by reference herein, will be of benefit to the health delivery system <br />in the City of Lakewood and throughout the State of Ohio. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />resolution were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 4. That this resolution is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately <br />upon its adoption and approval by the Mayor; otherwise, it shall take <br />effect and be in force after the earliest period allowed by law. <br /> <br />1 <br /> <br /> <br />
