RESOLUTION NO. 6405-89 BY: Chinnock, Gallagher, Gazzana, George, Graham, Wendling AN EMERGENCY RESOLUTION authorizing the Mayor to send disaster relief assistance to the City of Charleston, South Carolina. WHEREAS, the City of Charleston, South Carolina and the surrounding area has suffered tremendous damage including loss of property, services, housing and personal injury as a consequence of the devestating effects of Hurricane Hugo, and WHEREAS, our City is well aware of the effects of such tragedies and cognizant of the help we received from other communities and we pledge to give other communities in joint disaster relief agreements, and WHEREAS, the Mayor and this Council and the people of our City have deep sympathy for the plight of the people and officials of the City of Charleston, and WHEREAS, the Mayor and the people of the City of Charleston have requested assistance from sister communities throughout the nation, and join and WHEREAS, it is in the interest of all our citizens that we together to assist other communities in times of such disasters, WHEREAS, this constitutes an emergency resolution providing for the usual daily operation of a municipal department and the health, safety and welfare of our community; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Council and the Mayor express their deep concern for all the people of the City of Charleston and the surrounding area and urge our citizens to send whatever relief they are able to provide, both by sending non-perishable food items to the Lakewood Christian Service Center for transportation to the Charleston area, and gifts of money or checks made payable to the Charleston Disaster Relief Fund, c/o City Hall, 800 Broad Street, Charleston, South Carolina 29401. Section 2. That they Mayor is hereby authorized to send up to four City workers with two vehicles to the City of Charleston along with appropriate hand tools as may be determined by the Director of Public Works for the purpose of assisting in the emergency clean up and removal of debris from the Charleston, South Carolina area. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 4. That this resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period allowed by law.
