IX. WEST SHORE ENFORCEMENT BUREAU. In order to provide a greater <br />degree of cooperation in the field of law enforcement, the council <br />hereby establishes the West Shore Enforcement Bureau. The membership <br />of the Bureau shall consist of the police chiefs of each member <br />municipality or their alternates specifically designated by them. The <br />Bureau shall have authority to adopt its own rules and bylaws to govern <br />its proceedings, subject to approval of the Council. Financial <br />responsibility for the West Shore Enforcement Bureau shall rest on the <br />fiscal officers for the Council. No terms and conditions of any <br />contract of the Bureau shall be binding on any participating <br />municipality unless approved by the legislative body of that <br />municipality. <br /> <br /> X. CANCELLATION OF THE AGREEMENT. In the event a majority of the <br />member municipalities agree that the West Shore Council of Governments <br />should be dissolved, any assets of the Council shall be distributed to <br />· the members in accordance with the same formula under which they were <br />contributed and accumulated. <br /> <br /> XI. AMENDMENTS. This agreement may be amended by majority vote <br />of all members of the Council at any regular or special meeting, <br />provided copies of such proposed amendments are mailed to each member <br />municipality not less than five (5) days prior to such meeting. Such <br />amendments shall not become effective until approved by the Legislative <br />bodies of all municipalities parties to this Contract. <br /> <br /> XII. SEVERABILITY. In the event any part or portion of this <br />agreement shall be found to be contrary to law and thereby held to be <br />nUll and void, all other provisions of this agreement shall remain in <br />full force and effect, and shall not be otherwise affected by any such <br />ruling, finding or decision. <br /> <br /> XIII. WEST SHORE SOLID WASTE MANAGEMENT COMMITTEE. In order to <br />provide a greater degree of cooperation in the management of solid <br />waste, the council hereby establishes the West Shore Solid Waste <br />Management Committee. The membership of the Committee shall consist of <br />the Mayors of each member municipality (or a representative designated <br />by the Mayor to be a Committee member) and two citizens appointed by <br />the Mayor of each member municipality for a term of two years. The <br />Committee will act in an advisory capacity to the Council in matters of <br />solid waste management submitted to the Committee by the Council for <br />report and recommendation. Any matters so referred to the Committee <br />shall be reviewed with recommendations provided by it within ninety <br />(90) days from the date of referral unless a longer time be allowed by <br />the Council. <br /> <br /> The undersigned further declare that the Agreement dated November <br />22, 1971, establishing the Westshore Council of Governments remains in <br />full force and effect as written with the addition of Section Xlll as <br />added by the Amendment stated above. <br /> <br /> <br />
