RESOLUTION NO. 6417-89 BY: Brown,~Cbinnock, Gazzana, George, Graham, Wendling AN EMERGENCY RESOLUTION to declare December 3-9, "Lakewood Fights Back Against Drugs Week." 1989, as WHEREAS, the presence of drugs and narcotics in our society has resulted in innumerable problems of human, community, social and economic dimensions, and WHEREAS, the consequences of drug-related witnessed in the loss of human lives, the loss productivity, the diversion of public resources to problems on all fronts to the health of our people, and problems are of economic address these WHEREAS, the demand for illegal drugs is a pervasive problem that affects all segments of our society, including professional and affluent people, and WHEREAS, illegal drugs plague urban, communities of all sizes and regions, and suburban, and rural WHEREAS, illegal drugs constitute a problem in our community and leads to a host of problems such as homicides, robberies, burglaries and other crimes, and domestic violence, and WHEREAS, a national war on drugs-has been declared to combat the importation, trafficking, sale and abuse of drugs, and WHEREAS, our nation's cities and towns front lines of our war on drugs, and are on the WHEREAS, hundreds of America's dedicated public servants have died and thousands of others risk their lives daily to fight our cities' individual battles against illegal drugs and the criminal activities stemming from illegal drugs; now, therefore, WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and for the usual daily operation of the municipal department; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That December 3-9, 1989, is hereby declared as "Lakewood Fights Back Against Drugs Week." Section 2. That during this week the City of Lakewood will: sponsor a special Kick-Off Dance for middle school age students at the Lakewood Armory; sponsor a Resource Fair/Workshop known as "Chemical Abuse is a Family Affair" put on with the assistance of the professional counselling staff of the Youth Office at Lakewood City Hall; sponsor a Refusal Skill Training Program at Emerson Middle School developed by the Youth Office in cooepration with Jeannie Hopps and the Lakewood Board of Education; and a series of Panel Discussions titled "Drugs Are An Intergenerational Problem" sponsored by the Office on Aging to be held at the various Senior Centers in Lakewood. Section 3. That the establishment of a Citizens Advisory Committee will be encouraged for the Prevention/Education /Treatment of Chemical Abuse known as "The PET Project." Section 4. That the Mayor and the Council of the City of Lakewood urge community groups, business and civic organizations, all school organizations and all of its citizens to support and participate in special activities during that week to draw community attention to this issue. 1
